I've got a bad feeling I'm going to catch some flak for the automatic retreats for Turkey and Germany, however, I remind everyone before they write in and complain that these rules have been in place almsot since the games inception - they simply haven't been needed until now; in the case of absent retreat orders, a unit will automatically retreat to the nearest vacant Production Center controlled by that Power, provided it is legally able to do so.
In addition, I will add a little pre-emptive clarification concerning any necessary automatic disbands. In the case of excess units on the board, a unit not on Production Center is disbanded before one that is, and a Fleet is disbanded before an Army. In the event that similar conditions exist for more than one unit which must be disbanded, the disbanded unit will be the one with the fewest opposing units in adjacent territories, barring that, the fewest adjacent territories. These units then hold and do not support each other, but may be supported by the remaining active players as normal.
